remark that it is not clear from the letter of the Japanese Minister for Foreign Affairs to Sir G. Plunkett whether it is assumed that the Government of Hong Kong will send in silver bullion for coinage into yen, or that bullion will be delivered by merchants in the colony.
But as regards these points Their Lordship may no doubt request that They be informed of the views of the Government before proceeding with the proposal made.
